Embassy Legalization
Authentication by legalization is widely used in international commerce and civil law matters in those jurisdictions where the simpler apostille system has not been adopted (e.g.: Canada, China). In international law, legalization is the process of authenticating or certifying a legal document, so a foreign country’s legal system will recognize it as with full legal effect.
Police Clearance Certificate & Report
A police certificate is an official document issued as a result of a background check by the police or government agency of a country to enumerate any criminal records that the applicant may have. Criminal records may include arrest, conviction, and possibly criminal proceedings.
Certificate of no impediment
This document is a way of proving that there is no Impediment/Obstruction in allowing you to be married and shows that there has been no objection to your proposed marriage.

What is a public document?
- a document, issued by a court or by an authority or person connected to court, e.g. public prosecutor, court official or bailiff (e.g. a copy of court judgment, extract from a registry);
- administrative document (diploma, certificate, documentation, certified statement, acknowledgement).
What is Legalization?
Legalization is a procedure with which a competent authority certifies the signature on the document and the authenticity of the impression of a seal or stamp or the competence of the undersigned person. A document shall be legalized by comparing the signature of the undersigned person with the specimen signature and also by comparing the impression of a seal or a stamp with the specimen impression of the seal or stamp.
The type of legalization/authentication required depends on the country in which the documents come from.
- Double Legalization. First by the issuing country and then by the Embassy or Consulate in the issuing country.
- Legalization and Verification. Legalization by issuing country and verification of content by the Embassy or Consulate in issuing country.
Common documents that may require legalization are:

What is Apostille?
The Apostille is a special kind of letter and stamp. It is the shortest process of legalization. An Apostille can be used if both countries (the country issuing the document and the country in which the document will be used) are part of the international “The Hague Apostille Convention”.
What is Certification?
The procedure through which an official designation is obtained. It is a document attesting to the truth of certain stated facts.
The following conditions must be met for all documents requiring authentication:
- All seals and signatures must be originals.
- All dates must follow in chronological order on all certifications.
- Depending on the country where the document will be legalized, all documents in foreign text must be accompanied with a certified (notarized) translation.
- Whenever a copy (if acceptable) is used, it must include a statement that it is a true and accurate copy.
Refusal of the legislation of a document
A public document cannot be legalized if:
- An original document issued in a foreign country is not legalized according to the international good practice.
- Content of a public document is not true.
- According to an international agreement the public document is valid without further certification.
- Circumstances refer to the incompetent change of the original content of the public document.
- Public document has been damaged.
- Fixed term public document has expired.
- There are grounds to believe that the person who certified the public document lacked the authority to do so.
- Public document is legalized for use in another country.
